The DREAM Act (acronym for the Development, Relief, and Education for Alien Minors Act) is a law proposed in early 2009, but since then has been "killed" in both houses of Congress since its proposal, once in 2009, and another in 2011. This law would make it possible for undocumented students to obtain "conditional residency status" upon completing two years of military service or two years of college education.
What are the conditions for the "Conditional ResidentStatus"?
Conditional permanent resident status is similar to permanent resident status in that you will receive the same benefits as those with permanent residency, only it is for a short time period (minimum 6 years). Also, conditional resident students are not eligible for Federal Pell grants (i.e. FAFSA) as well as other FEDERAL financial aid programs (though eligible for all state programs).
Undocumented students between the ages of 16-35 who have lived in the U.S. before the age of 15
Must have lived for 5 continuous years in the United States prior to the age of 15
Must have a high school diploma or GED in order to get into a 4 year university or college.
Must have a "good moral character".
